Primary Responsibilities

• Take ownership of and oversee the product backlog throughout multiple releases, ensuring that requirements are detailed, prioritized, and categorized based on agreed-upon discovery-stage priorities.
• Evaluate incoming requests to identify if they are within the current scope or necessitate formal change requests, escalating scope changes as required.
• Facilitate process standardization across various organizations, creating a unified end-to-end journey for each capability and managing discrepancies through configuration whenever feasible.
• Conduct discovery workshops by showcasing existing platform functionalities, offering solution alternatives, and steering stakeholders towards standard functionalities and shared processes.
• Engage in discussions with client stakeholders and represent the product team in governance forums, bringing significant process deviations or design decisions to the attention of the Product Owner.
• Lead Agile ceremonies across two delivery squads, including backlog refinement, sprint planning, and sprint reviews.
• Manage JIRA sprint boards and release burn-up tracking, promptly escalating stories with increased estimates or complexity to the Delivery Lead.
• Oversee the quality and testing aspects across both squads, ensuring that test coverage meets acceptance criteria and preparing and distributing System Integration Testing (SIT) and User Acceptance Testing (UAT) reports.
• Collaborate with the Product Owner to ascertain which outstanding defects can be accepted at each stage exit and which must be resolved prior to advancement.
• Establish guidelines for utilizing AI tools in functional design and product analysis, including crafting user stories and acceptance criteria, identifying gaps in business rules, and creating prototypes for workshops.
• Set appropriate review and approval processes for AI-generated outputs, ensuring all outputs are considered drafts and that designated individuals remain accountable for the final accepted deliverables.
• Guide and mentor Product Leads and Product Analysts, reviewing their work before submission to the Product Owner, and train team members in established AI-assisted working practices.
• Collaborate closely with the client Product Owner, Delivery Lead, Solution Architect, Engineering Lead, and Test Lead to ensure effective product delivery across both squads.

Essential Qualifications

• A minimum of 6 years of experience in Business Analysis and Product Ownership within Agile Scrum environments, including at least 3 years leading Agile delivery for Singapore Government projects.
• Demonstrated experience in leading discovery sprints, establishing a baselined product backlog, and managing Agile ceremonies across multiple delivery squads.
• Extensive experience in translating business requirements into user stories and acceptance criteria using JIRA and Confluence, rather than relying on traditional requirements documentation.
• Proven capability to observe and document existing business processes, define target-state journeys with stakeholders, and convert these into well-defined user stories.
• Experience in delivering solutions on existing platforms, guiding stakeholders towards standard platform capabilities instead of unnecessary customization.
• Experience working in multi-agency or multi-organization settings, integrating different business practices into a unified process and managing variations via configuration rather than separate solution versions.
• Understanding of government agency operations, including statutory constraints affecting process design and the implications of Government on Commercial Cloud (GCC) environments.
• Practical experience with AI tools in product management or business analysis, along with the ability to evaluate their practical value, limitations, and suitable applications.
• Strong skills in stakeholder engagement, workshop facilitation, negotiation, and decision-making, including the ability to navigate differing requirements and foster consensus across organizations.
• Proven leadership and coaching abilities, capable of guiding Product Leads and Product Analysts while maintaining consistent standards across multiple squads.
• Solid understanding of software delivery quality, acceptance criteria, SIT/UAT, defect management, and stage-exit decisions.

Preferred Qualifications:

• Experience in enforcement, regulatory, licensing, or case management sectors.
• Scrum Master certification.
• Experience in implementing AI tools within an Agile delivery team and establishing governance, review standards, and effective working processes around their use.
