Technical Lead

Position Summary

We are in search of a skilled Technical Lead to oversee the design, development, and deployment of an expansive data platform on the Government Commercial Cloud (GCC) utilizing AWS Cloud services. The selected candidate will manage the complete data architecture, modernization of ETL processes, master data management, governance, and reporting solutions for a public sector initiative.

The ideal candidate will have substantial experience in the public sector, a thorough understanding of Public Sector frameworks, government cloud governance standards, and a track record of delivering large-scale data solutions leveraging AWS-native services and commercial off-the-shelf (COTS) products.

Primary Responsibilities

Leadership in Data Platform

• Direct the technical design and execution of enterprise data platforms on AWS GCC.
• Establish target-state architecture for data ingestion, transformation, storage, governance, and reporting.
• Champion cloud-native modernization efforts and define the technology roadmap.
• Collaborate closely with enterprise architects, business stakeholders, Public Sector teams, and infrastructure teams.

Data Engineering & ETL Development

• Architect and execute large-scale data pipelines utilizing: AWS Glue / AWS Lambda / Amazon S3 / AWS Step Functions / AWS EMR / Amazon Redshift / Amazon Athena / Amazon Event Bridge.
• Lead the development and transition strategy of Talend ETL towards AWS-native services.
• Demonstrated experience with Graph DB applications using Neo4j.
• Ensure the quality, reliability, scalability, and optimization of data performance.

Data Governance & Cataloging

• Establish enterprise data governance frameworks.
• Oversee metadata management, lineage, and catalog solutions.
• Experience with Talend Data Catalog / AWS Glue Data Catalog / Data Governance frameworks / Data Stewardship processes.

Master Data Management (MDM)

• Manage and enhance the TIBCO EBX MDM platform.
• Outline the migration roadmap from TIBCO EBX to AWS-native MDM architecture.
• Implement master data management, golden record management, hierarchy management, and data quality frameworks.
• Engage with business data owners and governance councils.

Application Integration

• Oversee the design, development, and maintenance of enterprise application integrations across government and external systems.
• Create and deploy API-first architectures in alignment with Public Sector and WOG integration standards.
• Develop and manage secure integrations among data platforms, MDM systems, COTS products, and downstream applications.
• Ensure the scalability, performance, security, and monitoring of integration services.
• Support real-time, near real-time, and batch integration patterns.

Essential Skills & Experience

Cloud Technologies

• 8+ years in Data Engineering and Solution Architecture.
• 5+ years of experience with AWS Cloud.

Area: Specific Competencies

AWS Data Engineering

• AWS Glue, Lambda, S3, Step Functions, EMR, Redshift, Athena, EventBridge.

ETL Tools

• Talend Data Integration + Talend Data Catalog (hands-on experience required).

Application Integration

• REST/SOAP APIs, OpenAPI/Swagger, API Gateway, event-driven architecture (experience with Kafka is a plus).

Security Standards

• OAuth 2.0, OIDC, SAML, JWT, mTLS.

AWS Infrastructure

• EC2, VPC, IAM, KMS, CloudFormation, HA/DR, IaC - architecture-level comprehension is required, hands-on operations are not necessary.

Public Sector (Singapore) - Required

• Previous experience in delivering projects within the Singapore Public Sector, specifically on Government Commercial Cloud (GCC), under WOG/IM8 frameworks.
