Regulatory Operations Manager - Customer Funds Management

Key Responsibilities

• Oversee activities related to the safeguarding of customer and merchant funds, including their segregation, reconciliation, and monitoring of safeguarded balances.
• Prepare, review, and facilitate the submission of regulatory reports for Singapore, particularly those related to safeguarding such as PSN04.
• Investigate discrepancies in safeguarding, shortfalls, and reconciliation issues, ensuring prompt resolution.
• Serve as a subject-matter expert on safeguarding policies, controls, and regulatory obligations set forth by the Payment Services Act.
• Engage with the Monetary Authority of Singapore (MAS) and other regulatory bodies regarding queries, reviews, inspections, and information requests.
• Ensure the maintenance of robust audit trails, supporting documentation, and control evidence.
• Collaborate closely with teams across Finance, Treasury, Compliance, Legal, Risk, Operations, and Technology.
• Enhance and automate processes related to safeguarding and regulatory reporting to improve accuracy and operational efficiency.

Qualifications

• A minimum of 5 years of relevant experience in regulatory operations, customer funds safeguarding, treasury operations, or regulatory reporting.
• Experience in the Payments or FinTech sector is essential.
• Demonstrated hands-on experience in customer fund safeguarding, including segregation and reconciliation.
• Proven experience in preparing or managing Singapore regulatory reports/filings, ideally encompassing PSN04.
• Direct experience working with MAS or other regulatory authorities in Singapore.
• Solid understanding of the Payment Services Act and the regulatory standards applicable to payment institutions.
• Strong analytical abilities, reconciliation expertise, stakeholder management, and problem-solving skills.
• Familiarity with reporting automation tools, Excel, Power BI, SQL, or similar technologies is a plus.
