Project Manager

Overview

We are seeking a skilled Project Manager to oversee the comprehensive delivery of digital systems aimed at both enterprise and citizen engagement. In this role, you will orchestrate collaboration among business, product, design, engineering, operations, cybersecurity, and vendor teams to ensure projects are completed on schedule, within budget, and meet established quality standards. Additionally, you will facilitate production operations and acquire system, vendor, and domain knowledge through organized handovers and job shadowing.

Key Responsibilities

• Oversee the complete delivery of the assigned project portfolio, including planning, milestones, dependencies, risks, issues, budgets, and release coordination.
• Facilitate agile delivery by coordinating efforts across business, product, design, engineering, operations, cybersecurity, and vendor teams to maintain alignment and ensure timely outcomes.
• Manage project governance, vendor performance, stakeholder communications and decision-making processes, while providing updates to management and governance forums.
• Coordinate requirements gathering, solution development, testing, cybersecurity compliance, deployment, operational readiness, and transition to business-as-usual (BAU) support.
• Assist with production operations, including scheduled after-hours deployments and coordination of Severity incidents, ensuring follow-up on defects and corrective measures.
• Engage in structured handover and job shadowing with existing personnel to retain system, vendor, and business-domain expertise.

Qualifications

• A Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field.
• Proven experience in IT project management, ideally with enterprise or citizen-facing digital systems (specific years of experience to be determined based on grade).
• Experience in agile project delivery, with practical knowledge of backlog, sprint, requirements, testing, release, and defect management tools (e.g., Jira, Confluence).
• Familiarity with enterprise web and digital platforms, including cloud-based applications and services.
• Understanding of APIs, system integrations, and data exchanges among internal, vendor, and Whole-of-Government systems.
• Proficient in SQL and data models, with a background in data analysis, reporting, and dashboard creation tools.
• Exposure to business process automation, workflow management, and low-code/RPA tools as applicable.
• Knowledge of the government technology landscape and standards, including the Singapore Government Tech Stack, where relevant.
• Strong skills in planning, risk management, vendor oversight, and budget management.
• Exceptional communication, negotiation, and stakeholder management abilities.
• Availability to work after hours for planned deployments and Severity incidents.
• Preferred: PMP, PRINCE2, PMI-ACP, CSM, or equivalent certification; public sector experience is a plus.
