Technical Architect - AWS Data Platform & Master Data Management

Position Summary

We are in search of a seasoned Technical Lead who will spearhead the design, development, and deployment of an extensive data platform hosted on the Government Commercial Cloud (GCC) utilizing AWS Cloud services. The selected candidate will oversee the complete data architecture, modernization of ETL processes, master data management, governance, and reporting solutions for a public sector initiative.

The ideal candidate should have substantial experience in the public sector, possess in-depth knowledge of public sector frameworks, government cloud governance standards, and a demonstrated history of delivering enterprise-level data solutions using AWS-native services alongside commercial off-the-shelf (COTS) products.

Core Responsibilities

Data Platform Leadership

• Direct the technical design and execution of enterprise data platforms on AWS GCC.
• Establish target-state architecture for data ingestion, transformation, storage, governance, and reporting.
• Champion cloud-native modernization efforts and develop a technology roadmap.
• Collaborate closely with enterprise architects, business stakeholders, client teams, and infrastructure teams.

Data Engineering & ETL

• Design and develop large-scale data pipelines using: AWS Glue / AWS Lambda / Amazon S3 / AWS Step Functions / AWS EMR / Amazon Redshift / Amazon Athena / Amazon Event Bridge
• Lead Talend ETL development and strategize the migration towards AWS-native services.
• Experience with Graph DB applications utilizing Neo4j.
• Guarantee data quality, reliability, scalability, and optimize performance.

Data Governance & Catalog

• Establish enterprise data governance frameworks.
• Oversee metadata, lineage, and catalog solutions.
• Familiarity with Talend Data Catalog / AWS Glue Data Catalog / Data Governance frameworks / Data Stewardship processes.

Master Data Management (MDM)

• Direct the administration and enhancement of the TIBCO EBX MDM platform.
• Outline a migration roadmap from TIBCO EBX to AWS-native MDM architecture.
• Implement master data management, golden record management, hierarchy management, and data quality frameworks.
• Engage with business data owners and governance councils.

Application Integration

• Oversee the design, development, and support of enterprise application integrations across government and external systems.
• Design and implement API-first architectures in alignment with client integration standards.
• Create and manage secure integrations among data platforms, MDM systems, COTS products, and downstream applications.
• Ensure the scalability, performance, security, and monitoring of integration services.
• Support real-time, near real-time, and batch integration patterns.

Security & Compliance

Ensure that solutions are compliant with:

• Government Commercial Cloud (GCC) requirements
• IM8 governance controls
• WOG security mandates
• Data protection and access management policies
• Implement secure cloud architecture and governance controls.

Essential Skills & Experience

Cloud Technologies

• 8+ years of experience in Data Engineering and Solution Architecture.
• 5+ years of AWS Cloud expertise.

ETL / Data Integration

• Extensive experience in: Talend Data Integration / Talend Data Catalog / ETL/ELT architecture / Data Migration Projects / Data Warehousing.

Master Data Management

• Hands-on experience with: TIBCO EBX / Master Data Governance / Reference Data Management / Data Quality Management.

• Experience in migrating MDM solutions to cloud-native platforms is highly desirable.

Application Integration

• Robust experience in Enterprise Application Integration (EAI) and System Integration projects.
• Hands-on experience in designing and implementing: REST APIs / SOAP Web Services / OpenAPI / Swagger specifications / API Gateway solutions / Event-driven architectures / Message-based integrations.
• Experience with integrating: AWS-native services / Talend ETL and Data Catalog / TIBCO EBX MDM / Tableau reporting platforms / Third-party COTS applications / Government shared services and WOG platforms.
• Strong understanding of: OAuth 2.0 / OpenID Connect (OIDC) / SAML / JWT / Mutual TLS (mTLS) / API Security and Governance.
• Familiarity with: AWS API Gateway / AWS Lambda / Amazon EventBridge / Amazon SQS / Amazon SNS / Apache Kafka (preferred).
• Experience in developing canonical data models and integration patterns for enterprise-scale systems.
• Comprehensive knowledge of API lifecycle management, including versioning, documentation, testing, and monitoring.

Public Sector Experience

Prior experience in delivering projects for Public Sector clients/domains/agencies.
