Senior IT Project Manager (System Development)

We are looking for a skilled IT Project Manager to oversee the development, implementation, and maintenance of ICT systems. This position will collaborate closely with business stakeholders, technology teams, and external service providers to ensure that projects are completed within the defined scope, budget, timeline, and quality standards.

Key Responsibilities:

• Oversee comprehensive IT system development projects from initial planning and implementation to deployment and ongoing maintenance.
• Create project schedules, implementation strategies, key milestones, and resource allocations.
• Identify and manage project risks, issues, scope alterations, costs, and service requests.
• Engage with business stakeholders and external service providers to clarify expectations, establish communication plans, and define delivery requirements.
• Supervise vendor performance, service levels, contracts, and the transition and handover processes.
• Assist in ICT procurement activities including the development of specifications, evaluations, clarifications, recommendations, and contracts.
• Formulate business cases, project budgets, and funding plans for ICT systems.
• Ensure compliance of systems and project processes with IT governance, quality, security, and organizational policies.
• Manage system maintenance, enhancements, problem resolution, and initiatives for continuous improvement.
• Oversee system operations and maintenance procedures to ensure system availability and alignment with business objectives.
• Compile project updates and reports for pertinent stakeholders and management.

Requirements:

• Bachelor’s degree in Computer Science, Information Technology, Electronics Engineering, or a related field.
• A minimum of 7 years of IT project management experience.
• Practical experience in managing at least one complete IT project development lifecycle.
• Extensive experience in project planning, risk management, cost management, change management, and stakeholder engagement.
• Proven experience in managing external vendors/service providers.
• Strong understanding of IT governance, quality, and security requirements.
• Excellent analytical, problem-solving, communication, presentation, and negotiation skills.

Advantageous:

• Experience in Agile project management methodologies.
• History of managing projects with multi-million SGD budgets.
• Familiarity with digital transformation initiatives.
• Experience in ICT procurement and contract management.

Additional Information:

• Work Location: Central
• Working Hours: 8:30 AM - 6:00 PM
• Engagement: 1-year contract with the possibility of extension
• Start Date: ASAP, pending security clearance approval
