Business Analyst & Scrum Master (Hybrid Position)

Position Summary

We are in search of a Business Analyst who will also fulfill Scrum Master duties to assist with intricate, large-scale government IT systems under high-pressure conditions.

This role focuses predominantly on business analysis, requirements governance, stakeholder engagement, and comprehensive solution alignment (80%), while also undertaking Scrum Master functions (20%) to facilitate structured Agile practices and ensure disciplined delivery.

The ideal candidate must demonstrate the ability to navigate stringent governance, audit, and compliance frameworks while promoting clarity among business, technical, and vendor teams. This position demands an individual who is proactive, organized, and focused on delivery rather than merely documenting information.

Core Responsibilities

1. Business Analysis & Requirements Management (Primary – 80%)

Requirements Gathering & Oversight

• Conduct requirement elicitation sessions with business users, government representatives, and vendors.
• Convert business requirements into precise functional and non-functional specifications.
• Create high-quality documentation (BRD, FRD, user stories, process flows, data mappings, interface specifications).
• Ensure traceability of requirements from initial business needs to implementation and testing phases.
• Oversee changes to requirements within established governance and change control frameworks.

Stakeholder Engagement

• Confidently and professionally engage with senior stakeholders and manage their expectations.
• Facilitate requirement workshops and negotiate conflicting priorities.
• Serve as the liaison between business users, technical teams, system integrators, and project management.
• Ensure alignment with business objectives before development to minimize rework and confusion.

Solution & Delivery Coordination

• Collaborate closely with architects, developers, and integration teams to assess feasibility.
• Evaluate design proposals for consistency with approved requirements.
• Assist in SIT/UAT planning, validation of test cases, and triaging of defects.
• Ensure operational readiness and that cutover documentation meets business expectations.

Governance & Documentation Management

• Ensure adherence to Singapore Government SDLC, audit, and reporting standards.
• Maintain an organized documentation repository and requirement baselines.
• Support audit inquiries, project status reporting, and governance reviews.

2. Scrum Master & Agile Facilitation (Secondary – 20%)

Agile Implementation

• Facilitate essential Scrum ceremonies (Sprint Planning, Daily Stand-ups, Reviews, Retrospectives).
• Ensure readiness and clarity of backlog items prior to sprint commitments.
• Encourage discipline in estimation and predictability in sprints.

Impediment Resolution & Delivery Support

• Identify and address delivery blockers in collaboration with stakeholders.
• Track sprint progress and proactively highlight risks.
• Assist with integration milestones, SIT/UAT preparedness, and release planning.

Continuous Improvement Initiatives

• Recognize inefficiencies in delivery processes and propose viable enhancements.
• Foster accountability and structured Agile methodologies in compliance with governance standards.

Essential Experience & Skills

• Experience as a Business Analyst in large-scale IT environments
• Experience working in Agile / Scrum settings
• Solid understanding of both Agile and traditional SDLC methodologies (Waterfall / Hybrid)
• Proven track record in managing complex system integrations and multi-vendor scenarios
• Ability to perform under tight deadlines and high-pressure conditions
• Strong analytical, documentation, and stakeholder engagement capabilities
• Experience collaborating with system integrators and numerous vendors
• Practical experience with Agile tools (Jira, Confluence, Azure DevOps, or similar)
• Experience supporting SIT/UAT and production deployment activities
