Digital Business Analyst

We are seeking a qualified Digital Business Analyst to assist a government agency in spearheading digital transformation projects and creating technology solutions that fulfill both business and citizen requirements.

Key Responsibilities

• Collaborate with business teams to comprehend and evaluate business needs utilizing human-centered and visual techniques.
• Lead discovery sessions and implement Design Thinking / Service Design methodologies to pinpoint existing gaps and formulate future-state solutions.
• Assess technology alternatives in accordance with enterprise architecture, cloud strategies, legacy modernization, and pertinent technology trends.
• Advise on suitable delivery methods, including outsourced, co-sourced, or in-house development.
• Craft user stories, functional/technical specifications, and acceptance criteria in collaboration with business and technology teams.
• Assist in product readiness, deployment, user adoption, and continuous operations.
• Analyze the impacts of change, identify enhancement opportunities, and collaborate with support teams to resolve technical challenges.
• Spot opportunities and obstacles that align with the agency's digital transformation goals.
• Gain a comprehensive understanding of business processes and operations to uncover opportunities for digitalization and enhancements.
• Identify project risks and propose appropriate risk mitigation strategies.
• Engage with and manage vendors to ensure the successful delivery of ICT solutions and services.
• Guarantee that development processes and solutions adhere to relevant IT management, quality management, and security policies and guidelines.

Requirements

• Diploma or Degree in Computer Science, Infocomm Technology, Computer/Electronics Engineering, or a related field.
• A minimum of 6 years of relevant experience in a similar Digital Business Analyst role.
• Practical experience in Agile and product-centric teams, with a portfolio that showcases relevant delivery experience.
• Experience in Business Analysis, requirements gathering, discovery sessions, and solution design.
• Familiarity and hands-on experience with Design Thinking and/or Service Design, including facilitation and prototyping skills.
• Working knowledge of AI tools and concepts.
• Exceptional analytical, conceptualization, facilitation, and problem-solving abilities.
• Strong stakeholder engagement and communication skills, capable of presenting and articulating ideas effectively.
• Experience in project management and/or product management is a plus.
• Background in consulting, software development, or digital transformation will be advantageous.
• Excellent written, verbal communication, presentation, and negotiation skills.

• Working Hours: 8:30 AM - 6:00 PM
• Contract Duration: 1 year, with the possibility of extension
• Start Date: ASAP, pending security clearance
