Senior Business Analyst

Position Overview

We are looking for an experienced Senior Business Analyst to spearhead discovery and analytical efforts on intricate, cross-system projects. In this role, you will convert business requirements and user feedback into well-defined specifications and collaborate with business stakeholders, product teams, architects, engineers, and vendors to create secure and scalable solutions utilizing cloud technologies, APIs, integrations, data, and automation. You will oversee requirements traceability, assist in testing and deployment phases, and mentor other analysts to facilitate the transition from idea to stable production.

Key Responsibilities

• Drive discovery and analytical processes for complex or cross-system projects.
• Convert business requirements and user insights into problem statements, process models, user stories, functional and technical specifications, and acceptance criteria.
• Collaborate with business stakeholders, product teams, solution architects, engineers, and vendors to evaluate feasibility and develop secure, scalable solutions across cloud platforms, APIs, integrations, data, and automation.
• Manage requirements traceability from business needs through to delivery and testing phases.
• Facilitate backlog refinement, sprint planning, solution walkthroughs, and stakeholder decision-making processes.
• Plan and oversee functional, integration, regression, performance, security, and user acceptance testing while managing defects until resolution.
• Evaluate operational readiness and assist in deployment and transition efforts.
• Coordinate post-production stabilization and resolve any issues that arise.
• Offer mentorship to fellow analysts.
• Conduct structured handover and knowledge transfer sessions from current team members.

Qualifications

• Demonstrated experience as a Business Analyst in complex, cross-system or multi-stakeholder projects.
• Expertise in requirements gathering, process modeling, user story creation, and defining acceptance criteria.
• Experience managing requirements traceability throughout the delivery lifecycle.
• Practical experience in planning and coordinating functional, integration, regression, performance, security, and user acceptance testing, along with defect management.
• Experience in supporting deployment, transition, and stabilization post-production.
• Exceptional stakeholder management, facilitation, and communication abilities, capable of engaging both business and technical audiences.
• Capacity to mentor junior analysts and perform structured knowledge transfer.
• Familiarity with enterprise web and digital platforms, including cloud-based applications and services.
• Knowledge of APIs, system integrations, and data exchanges across internal, vendor, and Whole-of-Government systems.
• Proficient in SQL and data models, with experience in data analysis, reporting, and dashboard tools.
• Exposure to business process automation, workflows, and low-code/RPA tools, as applicable.
• Comprehension of security and scalability aspects in solution design.
• Experience with Agile methodologies and collaboration tools for managing backlogs, sprints, requirements, testing, releases, and defect resolution.
• Familiarity with the technology landscape and standards in government, including the Singapore Government Tech Stack.
