The Project & Programme Services (PPS) team plays a vital role within the Global Project & Programme Management Office (GPMO), providing essential project controls, planning, reporting, performance management, and business intelligence services across international programs and portfolios. Operating through AtkinsRéalis' Global Technology Centre (GTC), the team delivers support for projects globally through a scalable, digitally-driven, and high-performance delivery model.

We are in search of a seasoned Manager / Sr. Manager - Project Planning & Controls to oversee planning, scheduling, cost management, performance reporting, and project control functions for complex, high-value infrastructure and capital projects in the Process, Manufacturing & Production, Energy, Pharma, Infrastructure, and Transportation (Rail, Highways, and Aviation) sectors.

This position merges technical proficiency with leadership and client engagement responsibilities. The ideal candidate will guide multidisciplinary project controls teams, implement best practices, offer strategic advice to project stakeholders, and ensure successful project delivery through comprehensive planning and governance frameworks.

Your role

Planning, Scheduling & Programme Controls

• Direct the creation, maintenance, and governance of integrated project schedules utilizing Primavera P6 and other scheduling tools.
• Establish project baselines, WBS structures, milestones, resource plans, and critical path methodologies.
• Drive schedule performance management through regular updates, health checks, and compliance reviews.
• Conduct schedule risk assessments, delay analysis, impact assessments, and recovery planning.
• Execute Critical Path Analysis (CPA), Earned Value Analysis (EVA), and quantitative risk assessments, including Monte Carlo simulations.
• Oversee change control processes and maintain Performance Measurement Baselines (PMB).
• Assist with extension of time (EOT) submissions, claims analysis, and forensic schedule reviews as needed.
• Ensure alignment between schedule, cost, resources, and risk management processes.
  
  

Cost Management & Project Controls

• Lead budgeting, forecasting, cost monitoring, and financial performance management activities.
• Establish and manage Cost Breakdown Structures (CBS) in accordance with project delivery frameworks.
• Track project expenditures, commitments, accruals, cash flows, contingencies, and cost forecasts.
• Analyze cost and schedule variances and propose corrective actions to enhance project performance.
• Create cost-loaded schedules and integrated project controls reporting frameworks.
• Support commercial teams with early warnings, change orders, claims, and contract administration tasks.
• Promote standardization and automation of project controls and cost management processes.
  
  

Performance Reporting & Data Analytics

• Supervise the generation of weekly, monthly, and executive performance reports.
• Develop and present project dashboards that include schedule, cost, risk, progress, and quality KPIs.
• Lead the preparation of Schedule Narratives, Milestone Reports, Variance Analysis, Trend Reports, EVM Dashboards, and Program Review Reports.
• Utilize Power BI and analytics tools to deliver data-driven insights and support decision-making processes.
• Convert complex project data into actionable recommendations for project teams and clients.
• Encourage digital transformation and reporting automation initiatives within the project controls function.
  
  

Leadership & Team Development

• Lead, mentor, and develop a team of planners, schedulers, cost engineers, and project controls professionals.
• Act as a Subject Matter Expert (SME) for planning and project controls across the organization.
• Propel capability development, knowledge sharing, and continuous improvement initiatives.
• Establish quality standards and ensure consistency in all project controls deliverables.
• Promote a high-performance culture focused on accountability, collaboration, innovation, and client service.
• Support succession planning and the development of future project controls leaders.
  
  

Stakeholder & Client Management

• Act as the primary liaison for project planning and controls issues with clients and senior stakeholders.
• Build trusted relationships with project managers, engineering leads, contractors, commercial teams, and clients.
• Facilitate governance reviews, steering committee meetings, and project performance discussions.
• Provide strategic advice on planning, controls, risk, and performance management.
• Ensure stakeholder alignment on project objectives, priorities, risks, and delivery outcomes.
  
  

Essential

About you

• Bachelor's degree in Engineering, Construction Management, Project Management, or a related field.
• 12-20 years of experience in Planning and Project Controls within infrastructure, transportation, engineering, construction, or major capital projects.
• Proven experience leading project controls functions on large, complex programs.
• Advanced proficiency in Primavera P6 and project scheduling practices.
• Strong understanding of cost control, forecasting, Earned Value Management (EVM), risk management, and change control.
• Demonstrated ability to manage clients, stakeholders, and geographically dispersed teams.
  
  

Technical Expertise

• Expert knowledge of planning, scheduling, and project controls best practices.
• Significant experience in baseline development, progress measurement, CL31/CL32/CL62 schedule assessments, and schedule health checks.
• In-depth understanding of CPM scheduling techniques and Earned Value Management.
• Experience with cost management platforms such as EcoSys.
• Familiarity with NEC3, NEC4, and FIDIC contracts and their implications on project controls, claims, and scheduling.
• Experience working on transportation (rail, highways, aviation), infrastructure, utilities, engineering, or major capital projects.
• Knowledge of UK, Middle East, and North American project delivery environments is a plus.
  
  

Digital & Analytics Capability

• Advanced skills in Power BI dashboard development and data visualization.
• Strong analytical skills, including KPI development, trend analysis, and performance forecasting.
• Working knowledge of SQL, automation tools, and digital reporting solutions.
• Experience with Python, VBA, ETL processes, or business intelligence platforms is preferred.
• Strong proficiency across the Microsoft 365 ecosystem.

• AACE Certified Cost Professional (CCP), Primavera P6 Professional Certification
